The important information is not how many cars are on the board, but which vehicles actually control the escape row. Before moving anything, look for blockers with very little room to travel and for spaces that can accept a car without creating a second blockage. A move that looks helpful can make the next two moves worse, so the first decision is usually about creating options rather than rushing the escape car.
Each move changes the board in a way that is easy to read, and a failed idea is inexpensive to retry.
